Malawi: Mangochi Basic Services Programme II: Publication of External Evaluation Report

GOPA Worldwide Consultants' Monitoring, Evaluation, and Learning team is pleased to announce the successful completion of the 'External Evaluation of the Mangochi Basic Services Programme Phase II (MBSP II), 2017-2023.' The MBSP II, financed by the Ministry for Foreign Affairs of Iceland, aimed to improve livelihoods and socio-economic living conditions in rural communities in Malawi’s Mangochi District. The programme applied a programme-based approach (PBA) at district level and implemented diverse measures in the public health, basic education, water and sanitation, economic empowerment and district council/secretariat sectors. 

The recent MBSP II Programme evaluation yielded insight and findings for all OECD/DAC evaluation criteria, while summarising conclusions, lessons learned and recommendations. The evaluation used a mixed method approach. Qualitative and quantitative data was collected via a literature review, secondary data collection, key informant interviews, focus group discussions and a beneficiary survey. 

The participatory exchange with all stakeholders and partners was a key priority of the evaluation approach. During the final evaluation workshop in Mangochi district in November 2023, the evaluation team presented key evaluation findings pertaining to the relevance, coherence, effectiveness, efficiency, sustainability, impact and crosscutting issues of the MBSP II Programme. All stakeholders were able to discuss the conclusions and jointly reflect on the recommendations to make best use of the evaluation report.
