In a nutshell

The programme’s objective is to improve the access of the population in Khatlon Oblast to quality Mother and Child Care (MCH) services and related emergency care by rehabilitating and constructing new hospital buildings for a total of 31 Mio EURO, provide equipment and solid capacity building measures to sustain the investments made. The programme targets the construction of six healthcare facilities comprising a net area of nearly 30,000 m² GFA:

• Kulyab Oblast Hospital – 153 beds and 6.424 m² GFA (total Hospital beds 404)
• Kurgan Tube Oblast Hospital – 112 beds and 7.338,9 m² GFA (total Hospital beds 606)
• Vose CDH – 116 beds and 4.050 m² GFA (total Hospital beds 165)
• Rumi CDH – 94 beds and 5.126 m² GFA (total Hospital beds 226)
• Vakhsh CDH – 100 beds and 4.050 m² GFA (total Hospital beds 132)
• Temurmalik CDH – 61 beds and 2.300 m² GFA (total Hospital beds 111)

Accompanying measures support the improvement, rationalisation and optimisation of oblast health care delivery services through a wide range of training measures in areas of hospital management and financing, quality management, clinical training, telemedicine, waste management and maintenance management. The development and implementation of master plans included rationalization and optimization concepts for the pilot hospitals at Rayon and Oblast levels for

• more effective planning and reorganization of the hospitals that meet modern requirements,
• reduction of excess capacity and parallel structures that are no longer required in Khatlon.
• the improvement of diagnostic and laboratory services, operation block and intensive care units, as well as all hospital support services.

Our approach

Master plans for the programme’s ten pilot districts were developed jointly and included the integration of small specialized hospitals into the main district hospital, to allow a more efficient and economical operation of integrated clinical services with centralised, shared support services.

In 2019, Kulyab Oblast Hospital became operational on the following services: obstetric (prenatal, delivery and postpartum care) pregnancy pathology, gynecology, surgery, Intensive care (ICU and NICU), emergency care and diagnostics.  The other hospitals are still being finalized.

GOPA and GOPA Infra engage in:

• Project planning and concept design as well as tendering of construction services
• Civil works, and medical equipment planning, installation and training; improvement of waster water and waste management, hygiene and energy efficiency
• Capacity building and training in clinical areas, hospital management, standards and procedures, referral system, digitalization of services, waste management.
